what is the diff between preliminary expenses and pre incorporation expenses?what is there treatment under income tax and in the companies act?

In my opinion both are same in nature , only for the segregation we can say that preliminary expenses which is covering to before commencement of business exp including incorporation, but pre incorportion exp. particularily relating to incorporation of a company.
