Dear Experts,
I have a client, who couldn't file his Income Tax return for the A.Y. 2012-13 and he has refund. So, I would like to know that Could his return, for the A.Y. 2012-13, be filled now ? If yes, will he get refund amount for that year ?
Please suggest me.

Now you can file as belated return u/s.139(4) and claim for refund, however penal interest u/s.234A will apply and penalty u/s.271F Rs.5000 may be initiated by the department

But Sir... Interest U/S 234A is applicable on the amount shortfall in total income tax payable by the assessee.
As per me, It would not be charged in case of refund.

Sec.234A apply on delayed filling of return. only sec.234B & Sec.234C depends on your tax payment. so interest u/s.234A will apply

No 234A will be charged even if it is a belated return if there is a refund due to TDS.
