Can a person claime deduction under section 80 U for Deaf & mute 100%. Pls guide.

Hearing Impairment-
Loss of 66 decible or more in the better ear in the conversational range of frequencies.
In case of 80% or more disability Deduciton is allowable upto Rs 100000/- (Fixed Deduction is 50000/-)
Requirement:
Certificate in Form 10-IAfrom Appropriate Hospital. Govt Hospital .
