Is the housing loan Interest paid to individual other than a financial institution eligible for deduction from income from house property?

Housing Loan Interest paid to persons other than financial institutions and bank is also eligible for deduction U/s 24(b).
The requirement for claiming the deduction is to get a certificate of interest from the lender specifying the purpose of loan.
