Deduction of TDS

I want to know whether TDS would be deducted on payment made to London stock exchange for publication of notice on its website? The company has published a notice on website of London Stock Exchange. And if such, under which section deduction would be made?

The character of advertisement income shall be be business income and if the LSE doesn't have a PE in India then no TDS is required.
