I have raised a debit note for billing for the service provided by us as per the rate quoted in agreement at the end of the month but the other party is denying to accept the same and insisting to give invoice for the same. is it wrong to raise a debit note. pls explain

What is your regular course of business?
If giving/providing service is your regular business activity, why are you resorting to the practice of raising DEBIT NOTE in stead of raising INVOICE? People will unnecessarily suspect you (which isevident from the action of your party)
On the other hand, if giving/providing service is your "once in life time" kind of activity, your action of raising debit note is justified to some extent.
