date of issue date of TDS certificate form 16 is 31st may
then TDS certificate must download within 31st may. it shall be assumed that issue within due date.

it is presumed...but where the deductee is able to demonstrate the deductor didn't provide the certificate to him within the time limit, deductor may still be liable for penalty...
