We at Maharashtra had purchased material from Gujrat & he had charged 12.5% as a CST Rate without C Form ? What is the rate of CST without C Form purchased from Gujrat to Maharashtra

There is no special rate in gujarat for sale to maharashtra, or as such from one state to another State. If C-Form is not given, then he the seller has to charges tax applicable in his state on the goods sold, as if the sale is local sale. But he has to charges it as CST and whow the amount of sale in CST return.

Please frame you question correctly. I am replying from what I understand.
See there is some additional tax payable in Gujarat under GST (I am not sure as i Practice in MVAT at Mumbai.) If this is the case and he has charged CST over and above normal VAT in guj, this amount will be CST on sales made from Guj to maha. And there is no credit for CST paid by any dealer.

We had purchased material a party from Gujrat @ 12.5 CST & 2.5 Addl Cess ? Can we get Credit of 12.5% CST & 2.5% Addl Cess ?

CST (in absennce of C form) is leviavble at the local rate as applicable in the state of seller.
NO ITC on CST paid.
