Can CS enter can fullfill the requirement of full time CS in a company.

Never.
CS inter is only a platform to do CS Final. You will attain the quality of a CS only after completion of your CS final and also the trainings. And once you get your membership then only the person can be called as CS.
So Pursue and complete it :)
