SIR I WANT TO HOLD COP( PRACTICE WITH PARTNERSHIP FIRM) AND SIMULTANEOUSLY I WANT TO GIVE CONSULTANCY IN FIELD OF ACCOUNTANCY AND TAX TO ONE OF MY CLIENT IN HIS OFFICE . CAN I DO IT WITHOUT INFORM INSTITUTE?

You can do this if you accept the fees as consultancy fee. It will establish that you are not working there full time and you are providing consultancy.
