Coolie labour charges - Bills/TDS angle

Shipment is loaded unloaded by coolie who are hired thru local trade union. these ppl dont give any bill. the trade union just give a receipt for whole amt aft insisting. is TDS applicable on trade union? but whole payment is cash and it is taken away by coolies directly. how to resolve the issue of hiring the coolie? how to make bills r how to subtantiate such expenses?
