ok, but suppose if we going for an assignment outside the city n hire a taxi to airport, dont u think the same should come under tuor and travel

When you are on tour then no doubt it is travelling expenses. You can bifurcate it into two parts travelling Exp- Tickets which attract lower FBT rate of 5% and travelling exp.- other which cover Cash Allowance(i.e. for Food,conveyance etc.)
