Sir,
one of our client asked that he running a school and in that school one person work as intermediary between school management and parents for any issue for that service he charge some amount ? my doubt is how we treated him whether as contractor or consultant

As he is only providing service treat him as consultant.

As per information you can treat him has Consultant not as contractor.
