Please let me know whether the proccessing of condensed milk is chargeable to excise or not?? If yes please tell me the Chapter number under which it exciseable?

The condensed milk is classified under tariff heading 0402 and condensed milk without sugar vide tariff sub heading no 04029110 and condensed milk vide tariff sub heading no 04029920 are liable to duty @8%.
But by virtue of exemption provided vide notification No. 3/2006-CE dated 01.03.2006, the effective rate of duty is nil.
