hi all ,can anyone tell me whether the amendments made in Law wil b applicable for nov 2013 exam of CA final or not....

Not at all...
First of all, it is not yet approved in rajya sabha and even if it approved in rajya sabha it will not be applicable for nov 13 and most probably for may 14 exams also.
