TDS is applicable on the commission payable to the foreign vendor. Its covered under section 195 of income tax act. The rate of deduction depends on the country where the vendor is located. The rate is decided as : Min of - 1. Rate as per double taxation avoidance agreement (available on incometaxindia.gov site)
