Claiming past year tds for refund?

Hello everyone!
One of my client got her share of compensation out of her ancestral agricultural land which pertains to F Y 2009-10 and 2010-11 respectively.
Office of land acquisition deducted TDS for the same. but as PAN details of the asssesee were not available with them they deducted TDS @ 20% and filed return manually. there were no oentry for the same in form 26AS for those years hence were not claimed in ITR of the respective years.. She was not aware of these TDS or the compensation and the details (Including Original TDS Certificates) for the same was received by her in december 2015.
Now she wants to claim these TDS as refund. under which section can she file / write to Income tax authority to do the same??

As she has not provided her PAN to authorities ,there is no entry find in 26AS.to get this TDS refund you should get entry in 26AS.so request authorities to revise tds return quoting her PAN.
