Why Stocks in derivatives do not have Circuits?

The idea behind not having circuits for shares in derivative segment was that it was expected that derivative trading would take care of price fluctuations.
However, due to successive issues in markets, SEBI has recently amended circuit filter regulations.
WEF from 17 Feb 2014 stocks part of Index Derivatives but not traded in derivative segments will have circuit breakers.

There also have been suggestions of applying circuits on all shares irrespective of whether or not they are in derivative segment or not.
