is cess u/s 441A payable for F.Y.2009-10. is it notified by central govrnment. if it is payable, then how much

Till date the applicability of this section has not been notified nor the rate applicable for different types of industries and also in the proposed Companies Bill 2010 the cess is proposed to be removed
