Can a Tax Consultant i.e. Income Tax Practitioner can certify the copy of income tax return filed

No, he cannot do so.
Further there is such certification made by any Chartered Accountants.
If an ITR is submitted, there is no need to certify it. just gave the photocopy whereever it is required.
