Central excise invoice authorised signatory

28 December 2015 Dear Sirs,

I am working in a corporate company, now we having a new GM. He wants to became a authorized signatory of Central excise invoices, for that Board of Resolution is mandatory or letter to excise superintendent is enough?
or any other formalities is there?

Please guide me
