I want to know whether person having 60% marks in M Com can directly appear in C A IPCC without clearing CPT,,has ICAI has issue notification in this regard and ascent of parliment has taken....

No, After Notification issued on 23.02.2012 on this matter, no further notification or press release are issued by Institute. So on this matter we are unable to take final call.

I will suggest you to contact nearest chapter for resolving the matter.
