whenever we have received a inward remitance our foreign customer, tha banker charged service tax for convert and credit the amount to our account.

Yes as long as the same is in relation to providing the taxable service or in relation to manufacture of excisable goods.

As per cenvat Credit Rules,you are eligible for Cenvat Credit of import services.
