Hello Sir,
Since there are only 2 days left for the FY to end, I want to know can I buy NSC certificates , by paying Cash. Will this qualify for deduction under 80C.
Also I haven't bought NSC before, so which is the best place to get NSC in Mumbai?

YES YOU CAN BUY NSC IN CASH. BEST PLACE ANY POST OFFICE.

Yes you can get the same from any of nearest post office by paying cash.

yes.. even u can have investment in SBi in tax saving scheme which are available for deduciton with cash.. from any branch you can have it... Up to any amount... Better is to take a single deposit below 50k...
