Can director of dormant company starts new company?

I want to know that whether director of a dormant private limited company can incorporate a new private limited company and appoint himself as a director,If yes pl let me know the procedure.

He can appoint as director of other company but he can not use his signature on MCA as authorised signatory.
I will suggest you to firstly he will comply the filing procedure of such dormant company there after that he can become director of other company.
