please give the rate of cst with out issuing the c form for registered dealers, also c form issued by the dealer how much?

Without C Form -- 10% or the rate of tax of that item prevailing in the state to which the selling dealer belongs whichever is higher.
With C Form -- 2%.
With C Form -- 2%.
