After filing online VAT return, you have to login to your account and download the C Form.

pls tell your state . in Haryana you can apply with detail of party bill number date amount then the VAT authority check the vat return . if your party detail match with return then they issue C form.
if in your state C form online issue then you to meet with your authority and take user id and password.
