C form issue

I have purchased against C form in December but shown my purchase in Vat Return of January. accordingly, applied for online C form.
Seller is insisting for C form to be issued in Dec quarter.

C forms are issued based on the date of Seller Invoices. I dont feel there is any problem in issuing C forms for Dec quarter even though purchase has been booked in Jan. There are many cases where the material are dispatched on the last day of the month by the seller, which are receieved by Purchaser during the next month.
For detail insight of the issue, following is also part of the discussion:
If the ownership of material get tranferred to buyer only after receiving the material at his premises, accounting for Goods -in- transit is alos not possible. All the recording/reporting in VAT return etc. has to be done only after receiving of materials. However, as C forms are issued based on the date of the vendor invoices, C forms will be issued in the quarter to which vendor invoice belong.
