I m registered under VAT in MP State. i have purchase some good from delhi, can i issue C form even if i m not registered under MP CST.

No you can't do. for that you have to registered under cst act.

C form can be issued only for items are in your registration certificate.
if you are not registered, you cant issue C form
if you are not registered, you cant issue C form
