Shall I have to issue C Form against 1% CST PURCHASE BILLS?

NO, C form is to be issue for Purchases at Concessional Rate 2%. Where the local sales tax rate is less than 2% then there is no need to issue C Form.
Also, I dont think that the commodity of 1% is to be used for manufacturing purpose, Because 1% Schedule Rate is only for Precious Stones, Gold, Silver or Immitation Jewellery etc. in Maharashtra
