Whther sale of newpaper is regarded as business in according to MVAT 2002?

Dear,
Newspaper is not a taxable commodity as per section 2(12) i.e, definition of Goods. Hence the business of newspaper is not taxable under MVAT Act, 2002.

sir i am not asking taxbility of newpaper bt whether this sale of newpaper is regarded as business u/s 2(4) under MVAT ACT,2002.

Yes, as per definition u/s 2(4) its a business, i.e., any trade, commerce or manufacture.
