I want to take transfer from my existing C.A firm but i heared roumors that 109 transfer form has been withdrawn by ICAI is it true or ICAI is deciding to do so in future? Please clarify me as soon as possible

my query is that:
in Govt. organisation salary for tds purpose is to be taken 1st march to 28th feb. but during my articleship in one new establish govtorganisation salary is paid on last date of that month (same month, thus for tds purpose month should be taken 1st aprol to 31st march because on accrual basis.but employee refused to take the same ,in next year they have to deduct tds on 13 months salary , but they said it will increase their tax liability, becuase 13 months salary will be Rs. 260000(@30%)

I am eligible to write PE II from May 2007 after obtaining it in December 2006. I have an exemption in Auditing in May 2007. Assuming i clear one group this May 2008, what will happen after that?? Am i supposed to register for PCC again as a new student??? will i be able to carry the group exemption to PCC?? If i get another exemption in Income tax will be able to carry that too alongwith the group exemption??? Am i supposed to do anything else???
