incase not clearing pe2 may08 exam

i have been told if pe2 may08 exam
is not cleared ,i will be able to answer PCC Nov 08 and after Clearing PCC& ITT 100 hours I WILL BE ABLE TO START 3 YEARS ARTICLESHIP
if above is correct then what is forms to be filled for getting transfer to pcc and fee amount to get transfer

I WANT TO KNOW THAT WHETHER IT IS OBLIGATORY TO TAKE PERMISSION FROM MY PRINCIPAL IN FORM NO 109 FOR DOING CS OR IT CAN BE DONE WITHOUT PERMISSION BECAUSE I HAVE NO OTHER COURSE EXCEPT CA FINAL.
