Bill of exports for Consignment to SEZ

Dear all expert
We have sent goods to SEZ unit after debit a duty(On a claim of rebate) with ARE1 and received back ARE1 copy with endorsment of local govt.authority of SEZ in back side of ARE1.
While submitting documents to excise dept. for rebate claim they are asking for Bill of Export and told that Bill of export is mandatory for claming rebate and our party says that ARE1 is sufficiant for rebate claim.
I want to know what is Bill of export?,Who is preparing Bill of exports?What is movment of bill of exports? How many copy is required Bill of exports?
Request to all experts to give guideline from their knowledge bank.

SHIPPING BILL IS GENERATE IN CUSTOM , YOUR C&F AGENT PREPARE IT ,
DA, INSPECTOR, SUPTDT /AO& DC SEEN THE BILL OF EXPORT AT THE TIME OF SHIPMENT.AND AUTHENTICATE IT .
IN EDI SYSTEM , EP COPY DEPB COPY, TR-1,TR-2,EXPORTER COPY, GENERATE IN CUSTOM.
