Can I file the return for A Y 2014-15 F Y 2013-14?

no you cannot as return can be filed till 31-03-2016.. ie. AY 2015-16

If there is tax refund, return can be filed per CBDT circular 9/2015.

If you received notice of non filling of income tax return or if you have refund then refer to Chackrapani sir reply

no last was 31.3.2016, now you can file after receiving notice u/s 142 from the deptt.
