Availment of input credit for equipments

15 May 2014 A hotel industry has purchased LED lights, mattress etc costing Rs.11,45,000 inclusive of VAT Rs.1,45,000. Can this be made eligible for availing Input tax credit under capital expenditure?
I have referred many article, but nowhere in the act there is explanation for the above.
