I Have heard that there is a contradiction in the AS-9 & the Service Tax Provisions regarding the booking of the service tax receipts/revenue recognition. Can anyone has a synopsis of this contradiction.

There is no contradiction in the two. You can account for revenue on accrual basis but service tax is payable on payable basis only.
