if a ca refuse to sign his article, articleship completion form then what to do ?

Fill Form 119 in duplicate...send one copy to ICAI and second to your principal. if the principal doesn't issue articleship certificate within the time provided (i am not sure of it is 30 days or 90), ICAI accepts form 119 as articleship completion certificate.

sir form 119 is required to submit with in 15 days from completion of articleship. is it true. if ca dont sign form 108

yes it has to be submitted within 15 days of completion of articleship period.
