Can a private limited Company have a Article in Articles of Association to call EOGM of the members for approval of allotment of any new shares to be issued by company?

For Public limited company, Board Meeting is sufficient to allotment of shares, no need to take shareholders approval.
The provision of section 81 is not applicable to private limited company.
For Public limited company, Board Meeting is sufficient to allotment of shares, no need to take shareholders approval.
