if assesse has tin num n deals in non taxable goods is it compulsary for him to file sales tax return monthly

yes. VAT returns are mandatory filling monthly even dealing with exempted goods also

Filling of return depends on periodicity shown on MVAT site, accordingly file return. Total turnover including Tax Free Goods.

In Maharashtra iability to file return depends on periodicity as shown on site, depending on tax payable/refundable in earlier year.
