is it liable to pay service tax and vat for an apartment by the buyers.

for ready flat no service tax applicable, its only vat as per state vat act.

it is not for ready flat. its constructuon project under WIP. only next juky 2017 builder giving pocessuon. but niw demanding addl amounts on account if service tax and vat.
how to check these tax computation. what needs ti be checjed whether builder paid the tax to govt.
