Yes. Finance Bill 2014 will be in the process of becoming an Act by that time. So, you may prepare according to Finance Act, 2013.

Yes Finance Act 2013 is applicable for May and nov 2014 exams.

Additionally all the ammendments 6 months prior to your attempt shall also be applicable which u can get in RTP nov 2014 when ICAI publishes it in july 2014.
