if the new amendments of new budget, applicable in ipcc nov. 14 paper..?

No. Amendment made in Budget 2014 are not applicable for IPCC Nov 2014 Exams. For IPCC Nov 2014 exam AY 2014-15 is applicable whereas the amendments made are in respect of AY 2015-16. These amendments will be applicable for May 2015 and Nov 2015 examinations.
