11 January 2013 how can we select the other than the negative list in service tax registration

From 20-11-2012 the Other then Negative list has been removed and again the service specific codes has been restored. Today there is no such class exist.
See Circular No. 165/16/2012-ST [F.No.341/21/2012-TRU]
