About form 119 and its effective from.

I have completed my articleship period of 3 years in this month. And my principal is strongly denied to sign form 108. As i know that I have a option of submitting form 119 within 15 days of denial to principal and institute. And my CA final attempt is in November, 14.
My problems are:
1. Can I appear in November Exam. If I can appear than which documents should i submit along with exam form and CA other than my principal can sign the exam form.
2. In case of excess leave when can I take transfer to another firm. I mean Can I take transfer as soon as I submit the form 119 or wait for a certain period or for action from the Principal. If I have to wait then till when should i wait.
3. Regarding form 119- how many copies should I make and how can I send these to the institute and principal i.e personally or through speed post.
4. What will be the proof of submitting form 119 to the institute and principal with me so that I can show the effective date of submitting this form when it is required.

1. yes you are eligible to appear in CA final exam.
2. Execute Form 119 make 3 copies. Submit the form physically to ICAI office, take an acknowledgment. and third copy send to your principle (send through registered post and send scanned copy of the form through email)
3. Don't wait register immediately with another CA and he will sign your service certificate.

1.Should I attach form 119 with the Exam form and who can sign the exam form.
2.Scanned copy of which form should I send through email.

1. Actually sorry you need not attach copy of Form 119 with exam form
2. new principle can sign exam form
3. send scanned copy of form 119 to your current principle. so that atleast he cannot deny receiving the same
4. the principle has only 15 days to issue form 108. if he doesn't then form 119 signed by you becomes final service certificate.

1.15 days since when..it will be counted.
2. Getting register with new CA firm is normal or different in this case. I am slightly confused on this. If you elaborate it then it will be really helpful.

ok. to clarify the whole picture. the registration with new principal will be same as any normal registration.
what you need to do is to submit 119 within 15 days of original articleship completion day. after that your job is done. principal has a lot of time to issue 108. but whether he does or not, he cannot force you to serve extension with him
