Dear Sir/Madam Please Confirm me - When Purchaser should Issue E-I form to the supplier?

when the first seller sold the goods in transit to the other person provided his purchase is covered u/s 3(a) of CST Act, 1956.

suppose x (MH) purchases goods from y (MP) and while the goods are in transit x sales it to z (AP).
Y being first seller will issue E1
X will issue C Form to Y
Z will issue C Form to X.
Y being first seller will issue E1
X will issue C Form to Y
Z will issue C Form to X.
