If a foreign citizen(USA citizen) buys property in India, is he required to file return in India even though his stay in India is less than 180 days in the year and he rarely visits India?

13 August 2012 Foreign Citizen under he becomes an Indian Resident as per FEMA(subject to local State Land Laws)is not allowed under FEMA to purchase the property in India.
