for FY 2018-19 Assesee was under 44AB as the trunover was 6 crores. For FY 2019-20 , the turnover is 1.4 crores only. Can the Assesee opt for 44AD for FY 2019-20?

Yes, if assess can declare profit as prescribed in 44AD .
