Yes, because it has to be filed first then only ITR can be filed.

You need to file Tax Audit report Only if Tax Audit is applicable.
Tax Audit u/s 44AB is applicable when :
1) Total Sales/Turnover exceeds Rs. 1 Crore
2) Gross Receipts from profession exceed Rs. 25 Lakhs
Tax Audit u/s 44AB is applicable when :
1) Total Sales/Turnover exceeds Rs. 1 Crore
2) Gross Receipts from profession exceed Rs. 25 Lakhs

You need to mention in the ITR whether Tax Audit applicable and if yes the date of filing of report.
