whether i have to deducted TDS on Interest on buyers credit paid to standard chartered bank, singapore at what rate?

If it is usance interest ( credit purchase from overses through bank) TDS is applicable under section 195 subject to DTAA,if any.

but sir at what rate wheter at 10% or 20% we do not have pan no of sthandard chartered bank, singapore........ kindly specified....
